Accomplishments of the New York City Department of Mental Health, Mental Retardation and Alcoholism Services

1994- 1999

The following is a summary of the key accomplishments of the New York City Department of Mental Health, Mental Retardation and Alcoholism Services (the Department) since 1994:

❑ Reinvestment

Since 1994, New York City has significantly enhanced its outpatient mental health and community support services using funds appropriated by the State Legislature through the Community Mental Health Reinvestment Act. The Reinvestment legislation stipulates that community-based services be created with funds generated by the closing of State inpatient beds. When the five years of Reinvestment allocations planned thus far are implemented, the City will have invested over $70 million dollars in new services throughout the five boroughs, resulting in the creation of 372 new programs. Among these new programs, the Department has created 10 new Assertive Community Treatment (ACT) teams for adults, including one for children, as well as five new clubhouse programs. Services have been planned with significant input from communities, consumers, providers, advocates and family members. The Department is especially proud of having allocated nearly 27% of the regular Reinvestment funding to services for children and adolescents.

❑ Early Intervention

The Department's federally funded Early Intervention Program, established in July 1993, evaluates developmentally delayed children between birth and two years of age and coordinates needed services. By Fiscal Year 1998, over 12,000 children were being referred to the program annually.
