Increased Emphasis on Best Management Practice Plans (BMPP) fo lver Hali Following recommendations by USEPA, this Agency is increasing its.oversight of facilities that discharge `Silver Halide Process Wastewater' into the public sewer system. In the past, our implementation and enforcement of BMPPs (in effect since 1996) have primarily concentrated on photo-finishing firms, the largest users - and disposers - of silver halide. We are now extending our oversight to hospitals and other facilities that use silver halide in X-Ray processing. Initially, we are implementing an educational outreach, advising such facilities about the future scope of enforcement. We have contacted the Greater New York Hospital Association, advising on inspection schedules and the proper operation and maintenance of silver recovery equipment. The Association as in turn will disseminate this information to its member facilities. Taking educational steps such these is intended to familiarize the facilities with the enforcement process. Following the first round of inspections, we intend to issue only warnings. We will begin to issue summonses should reinspections confirm that facilities continue to refuse to comply with BMPP regulations.

PERC spections e expect to complete our inspections for Perchloroethylene (PERC) within the next month. These inspections were originally concentrated in northern Manhattan, having been prompted by the discovery of PERC in the Croton Aqueduct earlier last year. A decision was made to inspect the of entire drainage area of the North River WPCP, which covers the westside and northern parts Manhattan. As of the end of CY2000, there were 276 Dry cleaners inspected; 207 Notice of Violations issued for PERC dumping; 101 Commissioners Orders issued to take corrective action, and 49 re-inspections undertaken. So far the decision to inspect one complete plant drainage area was done to create a statistical control for future inspections. After the Manhattan inspections are completed, we will begin to undertake representative inspections throughout the five Boroughs, thus making Agency oversight more equitable.

An awards ceremony will be held on February 24, 2000.

DEP Review of Stormwater Discharges "erosion On January 8, DEP and NYSDOT staff conducted a field investigation to assess five of the sites" identified in the recently released Trout Unlimited report on stormwater discharges in the as Croton watershed. The inspected sites are among the 12 that were identified in the report erosion on the 12 sites by involving City-owned land. DEP has agreed to facilitate repair of developing and implementing remediation strategies with the State, county, and municipal entities responsible for the erosion. DEP staff will meet with representatives of Trout Unlimited, Westchester County and the Town of Somers on January 22 to discuss repairing one of the most severely eroded sites in Somers.
