PART 7 INFRASTRUCTURE REQUIREMENTS 11:45AM to 12:00AM Underserved by infrastructure in every way, Midtown-West is, nevertheless, geographically suited to play an important role in the 21st century infrastruc- ture of Manhattan. Ferry service to and from New Jersey, for instance, and the extension of rail and subway lines would affect commuter choices. To a great extent, redevelopment of Midtown-West depends upon infrastructure planning.

11:45-12:00 The extension of rail and subway lines (Amtrak, LIRR, Robert Yaro #7 train) to this underserved part of Manhattan is not EXECUTIVE DIRECTOR controversial, but many other proposals are. The Regional Plan Association Developmentprinciples should be clear. City/State P cooperation is necessary. And while additional infrastructure is an undisputed goal, the allocation of resources to commuting, for example, and whether those resources should be directed to commuting within New York or also to and from New Jersey, are concerns that must be addressed. Creative planning needs to be done for water transport facilities and for new train and subway stations. What is the balance between New York's needs and the needs of the entire Metropolitan Region?
