MEMORANDUM

Department of Environmental Protection To: Vincent A. LaPadula 59.17 junction Boulevard Corona, New York From: Charles G. Sturcke 11368-5107

Date: October 4, 2000

Joel A. Miele Sr., P.E. Re: "Sandhog" Memorial Commissioner

Tel (718) 595-6565 Fax (718) 595-3525 Regarding the request for a memorial to the tunnel workers from Local 147 [email protected] (otherwise known as the "sandhogs"), we are making the following proposal:

Event: An announcement of a memorial to the sandhogs near Van Cortlandt Park with the Mayor, State Senator Velella, the representative of the sandhog union, and other members of the community, as appropriate.

Description: A "percent for art" project arising out of the Third Water Tunnel construction. (On a percent for art project, the Department of Cultural Affairs (DCA) manages the program, meaning they seek proposals based on a theme proposed, in this instance, by DEP.)

Proposed Location: Traffic circle located on the City line at the intersection of Van Cortlandt Park East Road and Katona Avenue (used as a bus turnaround for the #34 bus) in Woodlawn. Location is proposed because it is near the entrance of the valve chamber, it is very visible to the public and it doesn't impact the Park. (See attached.)

Other information:

• The Sandhog union is okay with the site. • Need to check with Senator Velella if the location is acceptable. • DOT has control of the site; it is a "greenstreets" project shared with the Department of Parks and Recreation (DPR). • DCA has been notified of the proposal. • Budget of approximately $400,000. • The time and place for the announcement must be chosen.

Please let me know if you need any additional information.
