RE: CEOR Technical Manual- Transportation and Parking Section 346: Assessment of Vehicular and Pedestrian Safety Impacts

DATE: October 18, 2001 As requested, attached is the Pedestrian Accident Reports for 1998 through 2000, as well as High Pedestrian Accident Locations for 2000.

During the CEOR Technical manual revision process, the Department of Transportation made editorial and technical changes to three chapters (Traffic and Parking, Transit and Pedestrians, and Construction Impacts). The existing Assessment of Vehicular and Pedestrian Safety Impacts section does not provide detail guidance in order to conduct safety assessment. Editorial changes to this section included language further clarifying that while the large majority of proposed actions would not require a detailed analysis for safety impacts, for some actions, they may need to be addressed. Such actions may include the presence of sensitive land uses (i.e. schools, parks, nursing homes, hospitals, and senior citizen housing) which could be affected by traffic volumes generated by the proposed project. The revisions to this section will provide guidance to Improve safety conditions for pedestrians (especially young and elderly). As part of the traffic analysis the consultant will examine accident data to determine whether any high accident locations (five or more accidents per year) are present within the study area.

The key issue to be resolved in safety analysis is the extent to which vehicular and pedestrian exposure to accidents may reasonably be expected to increase with the proposed action in place. It is not anticipated that the proposed changes to the Assessment of Vehicular and Pedestrian Safety section would create additional impacts or trigger an EIS.

The Department of Transportation would provide the applicant summary of accident data available for the most recent three years within the study area. The consultant/developer would coordinate with DOT to identify measures that would improve traffic and pedestrian safety.
