C. Zone Transportation

Vehicular Traffic

Vehicular traffic in either the Red Zone or Inner Zone will be limited to only that which is necessary. Passenger vehicles will not be permitted in either zone. This includes cars and sport utility vehicles for contractors, official agency vehicles as well as emergency vehicles that are not responding to emergencies. Only vehicles (including "Gators", "Golf Carts" and "ORVs") carrying cargo or equipment in direct support of the debris removal and recovery operation, or fire suppression will be permitted in the Inner Zone, Personnel who feel they need a vehicle in t,he Inner Zone may for an access pass at the DDC command field apply

Photographers

All press photographers will be granted access through the Mayor's Press Office and the Joint Information Center. Photographers working for the operation will have their privileges evaluated on a case-by-case basis by the Unified These photographers will have an "Authorized Photographer" label Command. the back of the authorized Blue or Tan pass. The "Authorized laminated to Photographer" label is in blue type on a Tan color background. There will be absolutely no photographic documentation of site except by properly credentialed personnel. Unauthorized photographers will have their cameras and film confiscated. This policy also applies to personnel working on site.

Tours

All site visits will be held at, one location: the platform at Liberty St. and West St. Access to the platform is at.South End Ave. and Liberty St. only. No walking or driving tours will be provided through the site. Although there is no fence in front of it, the platform is not considered within the Inner Zone. Every site visit must be authorized by the Mayor, the Police or Fire Commissioner, OEM Director or the Port Authority Chief Operating Officer. Any violation of this policy may lead to disciplinary action.

Health

The guidelines set forth in the WTC Health and Safety Plan will be followed at all times. Anyone passing through one of the Inner Zone access gates must wear, at a minimum, an approved hard hat and safety glasses.
