NYC 9/11 Public Portal Document

OCT-16-2001 22:12 P.04

Federal Overview As the latest census figures show, vast improvements made in public safety and quality of life have helped the City of New York's population grow to over 8 million for the first time in history. Our strong economy over the past several years has driven business to the City and has stimulated economic development throughout the five boroughs. Although we have demonstrated a record of success, as a direct result of the World Trade Center disaster the City's anticipated tax revenues have been substantially diminished. For this reason, the City is requesting Federal assistance in areas that are critical to the continuation of our many accomplishments.

The New York City Federal agenda is designed to control the growth of costly mandated programs and produce savings for the City and State governments. New York City continues to send more tax dollars to Washington than it receives in Federal spending. According to "The Federal Budget and the States," a report released annually by the John F. Kennedy School of Government at Harvard University, New York State's balance of payments deficit with Washington was estimated to be approximately $16 billion in 1999, with New York City the source of half of that deficit. Due to the recent tragedy and the accompanying fiscal implications to New York City, it is time for the Federal government to address this long-standing imbalance of payments.
