New York's Federal Recovery Plan While the attacks of September 11, 2001 have affected every American, they were particularly devastating for New Yorkers. The assault on the World Trade Center killed nearly 6,000 people, injured hundreds more and unalterably changed the lives of millions.

New Yorkers have responded to this loss. Charitable donations have exceeded all expectations and will help the thousands of families most directly affected by this tragedy. New Yorkers have also expressed their concern by donating blood, volunteering their services in the rescue effort and providing much needed moral support to the families experiencing loss and the emergency personnel working at "ground zero".

Millions of Americans around our nation have also responded, sending trained emergency personnel, financial resources and prayers.

The President and Congress have also been clear that they will do what is necessary to rebuild New York.

But, as we continue to mourn the loss of so many lives and take comfort in the way New Yorkers and Americans have pulled together, the tremendous economic toll on New York is only beginning to become clear.

Current estimates indicate the State and City of New York will require approximately $54 billion in Federal assistance in order to return New York to its economic status prior to the September 11`h terrorist attacks on the United States. To this end, the State and City are asking the President and Congress to:

Provide the resources necessary to ensure that basic rescue, recovery, protective measures and rebuilding efforts can be successfully undertaken.

Help to stimulate the New York State and New York City economy through a comprehensive program that will encourage development and commercial activity in lower Manhattan, assist displaced businesses and employers and jump start the economy through targeted infrastructure redevelopment.

Ill. Finance the efforts necessary to protect the security of New Yorkers, including enhanced security measures for, among other things, transportation systems, water supplies and communications networks.

I. BASIC RESCUE, RECOVERY, AND REBUILDING NEEDS —$34 billion
