The purpose of this letter is to request your
cooperation in permitting DEP to perform an inspection
of the exterior surfaces of the above-referenced

A previous inspection showed that the building exterior

Environmental World Trade Center buildings on September 11, 2001. You

did not respond. it is therefore necessary to inspect
the building exterior again to determine if this
residue is still present, and to collect samples for
laboratory analysis.
Your attention is directed to ''24-106, 24-108, 24-111,
and 24-608 of the Administrative Code, which authorize
DEP to conduct necessary testing and sampling of
potential sources of air pollution, prohibit
interference with DEP personnel in the performance of
their duties, and require cooperation with response
measures taken by DEP to protect public health and
welfare or the environment. If you do not permit the
building exterior to be inspected, DEP may issue
Commissioners Orders or Notices of violation which may
carry penalties of up to $10,000 per day.
