Mayor Michael Bloomberg City Hall - pQ • New York, NY 10007 (y8~

Dear Mr. Mayor:

Residents of Independence Plaza North, an apartment complex in Lower Manhattan, urgently need your help.

Please read the enclosed memo, which we recently sent to the Environmental Protection Agency. We would be very grateful if you would intervene and advocate on our behalf for the EPA to mandate and monitor a safe and effective cleanup of our housing complex.

Many residents of IPN have become sick and some have developed chronic health problems as a consequence of poor air quality and contamination stemming from the September 11 attack and the more than eight-month debris removal operation at Pier 25, just under our windows.

We hope that you will contact the EPA as soon as possible, as we are currently facing a very dangerous situation regarding removal and disposal of hallway carpeting. IPN management began this project some months ago (after 9/11). The work to date has been done in a careless, unregulated way, generating a great deal of dust that seeped into tenants' apartments. Since the carpeting has acted as a reservoir' for asbestos and, most likely, the other contaminants blown into our buildings as well as tracked in by humans and pets for over ten months, we are terrified of the work being resumed in the same dangerous manner as initially.

Thank you in advance for your assistance. If you have questions, or need any further information, please feel free to contact me by phone at 212-473-5900.

Sincerely,

Diane S. Lapson Chair, Environmental Committee /
