Dear Mr. Colboume:
JLC Environmental Consultants, Inc. (JLC) was authorized to proceed with a survey to
determine the presence of Asbestos Containing dust at the above-mentioned location.
The limited Inspection was conducted on December 2, 2004 by certified Asbestos Inspectors
Peter Ludwig and Peter Koslowsky. The Inspection was limited to interior dust/debris on the
floors and window sills within the building. In addition, samples of ceiling skimcoat that have
flaked off due to water damage were collected. Bulk samples were analyzed using Polarized
Light Microscopy (PLM).
The inspection was conducted In compliance with the Asbestos Hazardous Emergency
Response Act (AHERA) and the New York City Department of Environmental Protection
Asbestos Control Program.
The following dust samples were confirmed ACM (>1.0 % asbestos by weight):
9-010 (ceiling skimcoat exhibited trace amounts of ACM at this floor, it is likely that this sample
reflects the ceiling skimcoat and the ACP-7 shall be revised to include the abatement of the
ceiling)
7-004 (ceiling skimcoat and wall plaster are both confirmed ACM at this floor)
Tables 1, 2 and 3 on the following pages display interior bulk dust samples, exterior façade dust
samples and samples of ceiling skimcoat collected and the PLM results. For more detailed
