PROCEDURES WITHOUT PLASTIC ON THE FLOOR
APPLIES TO VARIANCE PEON TITLE X5, CHAPTER 1, RULES OF TEE
CITY OF NEW YORK, SECTION 1-81(m), .(1s RCNY S•1-81(m))
1. Isolation barriers (i.e., sealing off all openings) shall be installed with 2 layers
of 6-mil plastic sheeting sealed with tape and/or caulked for airthightness (reference
15 RCN! 5 3 1-81(k) and 1-81(1)}. •
2. •Applicant shall comply with 15'RCNY 5 1-91 {except i 1•-91(g)},'where the nueber of
air changes per hour shall be increased 'to 6.
3•.• The walls of the work area and any floor surfaces :not being abated,• shall be
plasticized with two layers of* 6-mil• plastic sheeting.
4. The asbestos containing material shall be removed first, by wet methods.
5. A visual inspection shall' be conducted by the asbestos handler supervisor to ensure
the absence of debris on the floor -
6. VAT removal shall not begin until at least one hour after the visual inspection in
order to decrease the fiber concentration inside the work area.
7. If visible emissions are detected beyond the isolation barriers, work shall cease.
The source of the emissions shall be properly controlled and the dust resulting from
the fugitive emissions shall be at a minimum wet-cleaned until all evidence thereof
is removed (reference 15•RCNY 8 1-94) _
8. Final clean-up procedures shall comply with 15 RCNY 8 1-7,12.
