Re: Air Quality Services at 99 Church Street Revised

Dear Mr. Symanski:

Based on our previous discussions with Michael Hurle, the Owners Representative, and Joe Freda, Cushman & Wakefield, ATC Associates Inc. (ATC) is pleased to provide you with this program for indoor air quality services at the referenced site. The objective of this proposal is to assist in your approach to indoor air services following the World Trade Center collapse in the most efficient and cost- effective manner. The scope of these services includes collection of total airborne fiber samples (PCM), airborne asbestos structure samples (TEM), real-time measurements of carbon dioxide (CO2) and carbon monoxide (CO), real-time measurements of airborne particulate (<10 µm) and of drinking water samples from each floor in order to test for potability.

INVESTIGATION

ATC shall perform the following:

1. Perform real-time measurements of temperature and relative humidity and compare them with the guidelines of the American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) Standard 55-1992, Thermal Environmental Conditions for Human Occupancy;

2. Perform real-time measurements of carbon dioxide (CO2) and carbon monoxide (CO) and compare them with guidelines in ASHRAE Standard 62-1999, Ventilation for Acceptable Indoor Air Quality;

3. Perform real-time measurements of airborne particulate (<10 µm) and compare them with the guidelines in ASHRAE Standard 62-1999, Ventilation for Acceptable Indoor Air Quality:

4. Collect drinking water samples from each floor of the building in order to test for potability. These results shall be compared to both the NYSDOH and USEPA Maximum Contamination Level (MCL). All analyses shall be in accordance with the NYSDOH Part V Sanitary Code.

5. Collection of air samples for Phase Contrast Microscopy (PCM) analysis shall be conducted. The method of analysis and sampling methodologies shall be governed by New York City Department of Environmental Protection (NYCDEP) Title 15 and New York State Industrial Code Rule 56 (NYSICR 56).
