125 Barclay Street is currently being used to house various members of the
rescue and recovery operation. There is also concern that these personnel are
carrying asbestos and lead contamination on their clothing when they return to
the building.
H. A. Bader Consultants scope of work was to determine if there is a potential
asbestos and/or lead related health concern in the building. The primary
pathway for asbestos and lead to enter the building is through the ventilation
systems, the main building entrances and operable windows. There are
approximately 50 air handling units (AHU) that have outdoor air capabilities.
H. A. Bader Consultants performed asbestos testing in or near the outdoor air
intake of every AHU. Asbestos and lead testing was performed at or near every
building entrance, including those used by the rescue and recovery personnel.
With the exception of the Penthouse and Basement levels, asbestos and lead
surface samples were taken on the north and south sides of each floor of the
building. A single asbestos air sample was taken in the center of the building
on floors 1 through 10.
Once asbestos fibers enter a building they may remain airborne or settle onto
fixed surfaces (primarily horizontal surfaces). Lead dust is heavy and settles
very quickly. H. A. Bader Consultants testing methods concentrated on both
airborne and surface testing for asbestos and only surface testing for lead.
Lead Testing
The U.S. Federal Department of Housing and Urban Development (HUD) and
the City of New York Department of Environmental Protection (DEP) have
established allowable levels of lead dust in residential settings occupied by
children. The HUD/DEP clearance level is of 50 µg/ft2. These levels are
extremely conservative and apply to buildings where small children (less than
six years old) reside or frequently visit.
21 lead dust samples were taken. 19 samples were below the level of detection
(i.e., no lead found). Two samples had detectable lead levels (41 and 69 µg/ft2),
with only one sample exceeding the HUD/DEP guideline level. Reference the
