2.0 FACILITY DESCRIPTION

The building, located at 14 Wall Street, New York, New York, is a 39-story office building with an additional five-subgrade levels. The building is reported to be a concrete-encased, steel-framed structure that was developed in two phases — 1910 and 1933. According to Mr. Gobbo, the building is comprised of 57 tenants occupying approximately 1,043,000 square feet of tenant space.

The building is generally used as office space. Heating, ventilating, and air-conditioning (HVAC) systems are operated by Stellar Management, except for the HVAC system servicing the 14`h and 15`h floor areas. The tenant on this level, TheStreet.com, reportedly installed its own HVAC system. The building is a designated non-smoking facility.

Interior walls are generally constructed of gypsum wallboard, while the ceilings are generally constructed of suspended lay-in ceiling panel systems- Floors are generally carpeted in office and cubicle workstation areas, and associated break rooms and storage areas contain resilient vinyl floor tiles, with ceramic tiles in restrooms.

3.0 OBSERVATIONS AND DISCUSSION

The following observations and discussion are based on (1) the results of direct-reading environmental measurements for respirable particulate, carbon dioxide, carbon monoxide, temperature, and relative humidity; and (2) analytical results of area air sampling for total airborne fiber concentrations.

3.1 DIRECT-READING ENVIRONMENTAL MEASUREMENTS

Clayton conducted direct-reading environmental measurements on 36 floors specified by Stellar Management. Measurements of carbon dioxide, carbon monoxide, temperature and relative humidity were conducted using a calibrated TSI Q-TRAKn" monitor, Model 8551. Measurements of airborne respirable particulate were conducted using a calibrated MIE, Inc. persona1DATARAM rm Airborne Particulate Monitor, Model pDR-1000. These measurements were conducted on September 20. 21, and 24, 2001. The measurements are summarized in Appendix A, and are discussed in the paragraphs that follow_

Respirable__Particulate

Measured respirable particulate concentrations within indoor tenant areas during quiescent (normal) conditions generally ranged from non-detectable to 10 micrograms per cubic meter or air (g/m 3). with noted exceptions. Particulate concentrations measured on subgrade levels A, C. and E were in the range of 26 to 38 µg/m;. These subgrade levels are comprised of mechanical and unoccupied spaces, except for the Bankers Trust Security Office that is located on subgrade level A. The particulate concentrations measured at grade on Wall Street ranged from 31 to 140 µg/mz over the 3-day period.
