1.0 INTRODUCTION

Mr. Frank E. Gobbo, Property Manager. of Stellar Management, retained Clayton Group Services, Inc. (Clayton) to conduct a limited indoor air quality evaluation at its multi-tenant office building located at 14 Wall Street, New York, New York. Clayton understands that Stellar Management requested this evaluation as pan of its response to the September 11, 2001, World Trade Center tragedy.

To perform the evaluation, Clayton:

• Conducted a general walkthrough of 36 floor levels specified by Stellar Management

• Performed direct-reading environmental monitoring for carbon dioxide and carbon monoxide concentrations within tenant areas and compared results with the recommendations of the American Society of Heating. Refrigerating and Air-conditioning Engineers (ASHRAE) Standard 55-1992, Thermal Environmental Conditions for Human Occupancy, and Standard 62-1999, Ventilation for Acceptable Indoor Air Quality.

• Performed direct-reading environmental monitoring for ambient respirable particulate concentrations and compared results with the recommendations of ASHRAE Standard 62-1999 and the Occupational Safety and Health Administration (OSHA) permissible exposure limits (PELs) for airborne particulate.

Performed area air sampling for total airborne fiber concentrations in representative locations on each of the 36 floors specified by Stellar Management. Clayton submitted the samples to a qualified, independent laboratory for analysis by phase contrast microscopy (PCM) using National Institute for Occupational Safety and Health (NIOSH) Method 7400, A Rules. Results were compared to the OSHA PELs for airborne asbestos fibers in workplace exposures, as well as the United States Environmental Protection Agency (USEPA)-recommended asbestos abatement clearance criterion and the New York City abatement code criteria for airborne asbestos fibers. Method 7400 measures total airborne fibers and is not specific for asbestos.

Mr. Paul J. Price, CIH, CSP. Senior industrial Hygienist, of Clayton, performed the evaluation on September 20, 21, and 24. 2001. Mr. Gobbo provided background information, building access, and engineering personnel support during the evaluation.

The scope of work is described in Clayton's Proposal No. 01EDOHS149, dated September I9, 2001, addressed to Mr. Gobbo. which also included the terms and conditions under which work was performed.

Appendix A presents direct-reading environmental measurements. Appendix B presents the analytical results of the total airborne fiber concentration air samples collected.
