Dear Mr. Orlan:

ATC Associates Inc. (ATC) is pleased to provide tliis report of the results of a wipe sample for polychlorinated biphenyls (PCBs) collected on March 25 and April 1, 2002, at the referenced location. The New York City Board of Education (BOE) requested this sample to evaluate possible contamination from PCBs in the school building according to the recommendation of Environ Corp., the consultant to the parents association.

Scope of Work

The samples for PCBs were collected using sterile gauze pads and hexane as a solvent. The solvent was provided and samples were analyzed by PSC Analytical Services, Inc. (PSC), an American Industrial Hygiene Association-accredited laboratory in Reading, PA. The PCB analysis was performed using EPA Method 8082B.

Tenzin Namgyal, Industrial Hygienist of ATC’s New York City office, collected the samples consistent with generally accepted industrial hygiene practices. There were inherent limitations created by constraints of time, operational and work practice variability, variations in contaminant concentrations, and sampling and analytical accuracy. I he results of the sampling represent conditions found on the dates the samples were collected.

Results

On each day, ATC submitted one sample for PCBs (plus one blank) to PSC for analysis. Copies of the laboratory reports are provided in the Attachment. The samples were taken from an area specified by the parents association consultant.
