Scope of Work
ATC Associates, Inc. (ATC) was retained by New York City Board of Education (NYC- BOE) to collect dust wipe samples to be analyzed for lead content. Dust wipe samples were collected from representative unit ventilators within classrooms on north, south, east and west sides of the building. These locations are as follows:
• Room 561 • Room 360 • Room 530 • Room 202 • Room 418 • Room 237 • Room 411 • Room 115 • Room 322 • Room 111
The purpose of the sampling was to determine the lead content in the dust present within these unit ventilators. ATC’s representative Mr. Chacko Mathew visited IS 306X, located at 40 West Tremont Avenue, Bronx, NY, on April 28, 2002.
Access holes were cut at the top of these units and/or panels were dismantled in order to reach the areas for sample collection. Samples were collected from behind the unit ventilators, adjacent to the intake grill installed within the building facade. The area from which the samples were collected are completely enclosed and are not accessible by building occupants.
LEAD-JN-D UST SAMPLING
Lead-in-dust threshold levels
The New York City Health Code, part 173.14, the Federal Departments of Housing and Urban Development (HUD) and Environmental Protection Agency (EPA) have established acceptable lead-in-dust levels for re-occupancy after a lead abatement has occurred (commonly referred to as “final clearance” levels). As stated in the Code, final clearance after lead abatement activity is achieved when dust wipe samples indicate lead levels below those listed below:
For Windowsills: 250 ug/rt' For Floors: 40 pg/fF
Although the lead-in-dust samples collected at IS 306X were not collected in response to lead abatement, these thresholds are referenced due to the fact that no other regulations or standards are applicable to this sampling.
