Dear Mr. Orlan:

ATC Associates Inc. (ATC) is pleased to provide this report of the results of the wipe samples for polychlorinated biphenyls (PCBs) collected on March 28, 2002, at the referenced location. The New York City Board of Education (BOE) requested these samples to evaluate possible contamination in the school building according to the recommendation of Mr. Tom Fusillo of Environ Corp., consultant to the parents association.

Scope of Work

The samples were collected using sterile gauze pads and hexane as a solvent. The solvent was provided and samples were analyzed by PSC Analytical Services, Inc. (PSC), an American Industrial Hygiene Association-accredited laboratory in Reading, PA. The PCB analysis was performed using EPA Method 8082B.

Tenzin Namgyal, Industrial Hygienist of ATC’s New York City office, collected the samples consistent with generally accepted industrial hygiene practices. The results of the sampling represent conditions found on the dates the samples were collected.

ATC submitted three wipe samples for PCB analyses. Copies of the laboratory report is provided in the Attachment. The surface area for each wipe sample was 100 square centimeters (lOOcm^).

The areas sampled were the 1“ Floor Hallway floor - north, Floor Hallway floor - south and the 2“* Floor Hallway by the Stairs - south.
