Scope of Work

.ATC Associates, Inc. (ATC) was retained by New York City Board of Education (NYC- BOE) to collect dust wipes to be analyzed for lead content in the pre-kindergarten and kindergarten classrooms. Dust wipe samples were collected from areas of Saint Bernard School indicated to ATC by the school’s principal on site. The school’s principal indicated to ATC five (5) rooms, which they will be use as a pre-kindergarten and kindergarten classrooms. However, at the time of ATC's site visit lead in' dust wipes samples were collected only from the four (4) kindergarten classrooms and not from the pre-kindergarten classroom because construction work w'as continuing in that room. The purposed of the dust wipe sampling is to determine if dust in the school, which it is created by' a construction work, contains lead. '

ATC’s representative Mr. Yiannis Efstathiou visited Saint Bernard School located at 328 West 14"’ Street, New York, NY on October 8'\ 2001. Dust wipes to be analyzed for lead content were collected from areas indicated to ATC by the school’s principal on site and as specified by the New York City Board of Education Environmental Health & Safety Unit and in accordance with HUD protocols.

LEAD-IN-D UST SAMPLING

Lead-in-dust threshold levels Tire New York City Healtlr Code, part 173.14 and the Federal Deparlments of Housing and Urban Development (HUD) and Environmental Protection Agency (EPA) have established acceptable lead-in-dust levels for re-occupancy after a lead abatement has occurred (commonly refeiTed to as “final clearance” levels). As stated in the Code, final clearance afier abatement has taken place is achieved when dust wipe samples indicate lead levels below those listed below;

For Window wells: <400 pg/ft- For Windowsills: 5250 pg/ft" For Floors: <40 pg/tf

Although the lead-in-dust samples collected at Saint Bernard School were not collected in response to lead abatement, the same thresholds are used since no other regulations or standards are applicable to this.project.

Sampling Methodology ATC provided all laboratory analytical services in support of this limited inspection. ATC is certified by the New York State Department of Health's Environmental Laboratory' Accreditation Program to perfonn lead and related analyses of environmental samples (Laboratory ID Number: 10879). The laboratory utilizes the United States Environmental Prelection Agency analysis method number SW846-7420 and the National Institute of Occupational Safely and Health method number 7082M.
