NYC 9/11 Public Portal Document

The ERA'S and OSHA's findings indicate that the dust and particulate in the air in lower Manhattan does not contain hazardous materials at levels of concern. However, even dust containing no hazardous materials can cause respiratory and eye im'tation. Because dust will continue to remain in the air during the ensuing clean-up efforts following the World Trade Center disaster, the Employee Health & Safety Compliance Office and Technical Services departments have developed a series of recommendations, see Conclusions and Recommendations.
