Gentlemen:
Reference is made to the Lease dated March 25,1998 (the "Lease") between 7 World Trade
Company, L.P. as "Landlord" and The City of Nev/ York, as "Tenant" covering space at the above
building. Any capitalized tenn used herein shall have the meaning ascribed to it in the Lease.
Article 6 of the Lease captioned Layout and Fini.sh provides in Paragraph (B) thereof that
”.... DRES shall, within five (5) business days of its receipt of Landlord’s notice of the Work Cost,
approve or disapprove the Work Cost...." The WoA Cost was delivered to you on May 28, 1998.
DRES has failed to approve or disapprove the Work Cost.
Accordingly, Landlord hereby notifies Tenant pursuant to Paragraph 'H)(b) that the Work
Cost may increase and there may be delay in completion of Tenant's Initial Work by reason of
Tenant's failure to respond as set forth above. 'I
