Re: PROJECT NO. Mayor-96-1346 Office of Emergency Management LICENSE 7 World Trade Center, Manhattan

Dear Mr. McCarty:

Attached is a copy of the license and lease abstract which was submitted to the DCAS Acquisitions Review Committee in July 1997. The lease was not fully approved as we did not have a construction cost estimate. The license was approved. The lease will be re-submitted in the near future once we get a construction cost estimate. I expect foil approval of the lease.

The license is simply to reimburse the landlord for architectural and consultant fees in the event that the City does not sign a lease for the space at 7 World Trade Center. Once the lease is signed, the license will become null and void.

We are about to submit the license for Deputy Mayor Mastro’s signature. We usually enclose a copy of an agency acceptance for his review. Kindly review the enclosed material, sign below and return it to me at your earliest convenience. My Design staff have reviewed the fees and found them to be acceptable.
