Proposed License Agreement
Dear Mr, Carter:
As promised in our meeting last Tuesday, enclosed for your review is a draft license agreement
which will facilitate the landlord engaging an architect and appropriate sub-consultant prior to the
execution of the proposed lease for the Office of Emergency Management at 7 World Trade
Center. This is based upon a similar license for another transaction which the City recently
completed. This draft has not been reviewed by either my attorneys or Space Design staff and, as
such, is subject to their comments.
■ We should discuss this license as well as the proposed lease you are drafting when we meet next
Thursday. If you have any questions or comments in the interim, please feel free to call me or
