MEMORANDUM
FROM: JASON CUTLEI^-^/C^^
Assistant Corporation Counsel
TO: JEFF KONDRAT
DCAS Assistant Commissioner
RE: 7 World Trade Center License for Architectural and Consultant Services
Mayor’s Office of Emergency Management
Date: October 14, 1997
This revised form of license was prepared by Len Carter and briefly discussed at
one of our meetings with Silverstein before they initially told us they did not want to do a
license. I have made hand-written comments and revisions.
Article 5 of the License issues:
1. DCAS Approval process of the various services and fees: Do we need more specific
language?
2. Time frame for completion of the services: We do not specify this in the License. I suppose
it would be simpler to deal with this issue in the negotiations for the lease. Do you agree?
3. City Cost for License Termination: I am not exactly sure what you wanted. I left it as a
fixed number to be negotiated now.
I am awaiting your comments before sending this draft of the license to Len
Carter.
