V. Scope of Services / Approach TKLP

Describe the quality control policy of your firm. Please enclose a copy of it with your proposal for our review. TKLP has distinguished between quality control and quality assurance and has established procedures for both.

Quality Control The responsibility for quality control remains with the project team under the direction of the Project Manager throughout a project.

a. A technical check is performed in each discipline and is the responsibility of the discipline project engineers and the project architect. It includes the review of methods and systems, calculations, and dimensional checking. b. A coordination check is performed by the discipline project engineers and the project archi tect working in cooperation, and is under the close direction of the Project Manager. The primary purpose of the coordination check is to ensure that all elements of the design fit together and can be built. The second purpose, of equal importance, is to verify that the designs are complete, with out gaps or overlaps, and that the work contained within each bid package (drawings and specifications) is precisely defined.

Quality Assurance While the responsibility for quality control remains with the project team throughout the en tire project, quality assurance is provided through the following independent procedures:

a. Design Reviews: TKLP's Design Review Committee, composed of senior design " i ff, re views projects throughout their development each Monday. Emphasis is placed on the review of projects in the formative, pre^esign, and conceptual stages to assure a sound basis for future design development. All formal project drawings and reports are reviewed prior to presentation to the client. b. Review by the Discipline Leaders: The documentation accomplished by the project team is reviewed by the Discipline Leaders to maintain a high professional standard of quality. The Architectural Leader and Engineering Leader are not committed to specific project team assignments to avoid compromising their flexibility to maintain an overview of all work accomplished in their areas of specialization and to allow them to direct their atten tion where and when required. c. Coordination of Documentation: Before issuance of construction bid packages, the documents are reviewed by TKLP's Construction Services Department. This formal review ensures
