Units responded to 7 WTC for a scaffold located on the outside of the 24th floor which had to be secured to the building, companies operated as follow;

L-'10 responded to 24th floor and broke window out to secured scaffold.

E-7 responded to Vessey and West 5t. to prevent pedestrians and vehicles from entering area while window was being broken, scaffold secured both companies took up leaving P.A. Police in charge.
