Dear Ms. Meyrowitz:

ConEdison provided DDC-Environmental Health and Safety Services (EHSS) the report titled “Environmental Health and Safety Plan (EH&SP)” for review. The EH&S report was prepared by Jacques Whitford Company, Inc. (JWC) on behalf of ConEdison for the soil boring and groundwater monitoring well installation work at 7 World Trade Center (the “Site”). After review of the report and discussion with you on November 29, 2001, DDC-EHSS find the EH&SP acceptable for the work that will be performed at the Site. However, DDC-EHSS will need the following information either from JWC or ConEdison prior to work activities:

• DDC-EHSS Operations Command must be notified at least 48 hours in advance of the start of work. • The names and phone numbers of the individual(s) overseeing the activities at the Site. • The names and phone numbers of the Site Health and Safety Officer(s) at the-Site. • Documentation of training, medical, and respiratory program of personnel working at the Site.

In addition, DDC-EHSS makes the following recommendations:

• Along with the PPE mentioned in the EH&SP report, all personnel should wear respirators and safety glasses at all times during work activities within 25 feet of 5 WTC and 6 WTC demolitions. • DDC-EHSS should be notified immediately of all injuries occur at the Site. A copy of the injury report should also be provided to DDC-EHSS.
