Meeting between OSHA and DEP Regarding Exterior Cleanup Periphery of WTC Emergency Project

Purpose:

The goal is for both agencies to perform their missions in an effective and efficient manner without negatively impacting on each other. Specifically, as DEP is charged to oversee the exterior cleanup of buildings surrounding the WTC site, OSHA hopes to have input so that the workers performing the cleanup are protected.

Suggestions:

1. Pre-qualify contractors (see EDA format) 2. Contractors to submit Safety & Health program, Haz-comm, training records, etc. * 3. Contract language to require compliance with all OSHA & DOB requirements (beyond “all Federal, state, and local laws”) - i.e., major regulations incorporated < 4. Pre-job meeting outlining agency expectations and criteria (perhaps one or several large> sessions) < ' 5. Notification to OSHA of work site locations, start-date, anticipated duration, type of / work (i.e., roof, ledge, balcony, etc.), and height/construction of building 6. OSHA to spot-check representative sites, selected at random following determined criteria. Anticipate about 10% of total.

Other issues:

DEP to coordinate with NYC Department of Buildings (Cranes & Derrick) regarding suspended scaffolds. OSHA may also open inspections based on referrals or under local emphasis programs (Fall, Scaffold, Cleanup),
