Subject: Asbestos Sampling at locations well away from ground zero
As of 9/14/01, asbestos sampling was set up at five locations, one in each of the boroughs. The one in Manhattan is
located at 600 East 6*” Street, which is between three-quarters to a mile from the site.
All of the results have been below the .01 f/cc threshold that has been used as an indicator of concern for residential
reoccupancy. However, there were two exceptions at the 600 East 6 Street site that were above .01. The next level of
analysis was done on these samples to determine the number of asbestos fibers in the sample. The standard used for
number of fibers in a sample was not exceeded.
We asked the members of the data review group that holds a conference call each day to review results if they felt these
sites should be continued based on the data collected to date. The general feeling was that the testing helped support the
assumption that asbestos was not migrating long distances from the site and that it was not providing any additional
information at this point. One suggestion was that perhaps some of this monitoring effort could be refocused on residential
areas just beyond the perimeter sampling locations. There are some gaps in the overall sampling plan. Although the
monitoring might not be necessary, it could help resolve questions being raised by the residents that are not in an area
that has been directed sampled.
Sampling plans are being adjusted to meet needs that come up as changes in operations take place.
