Based on the 2000 Consensus, there are approximately 11,000 residences in the 10 block radius of the
WTC. NYC DEP has estimated there are 2500 commercial buildings south of Canal St. A subset of
these buildings have not been abated at this time. Cleaning of these buildings followed by confirmatory
sampling may need to be conducted. In order to determine an appropriate protocol for dust
abatement, EPA will abate the interior of one apartment building completely. This will be followed by
the cleanup and sampling of the interior of a subset of buildings according to the procedures established
above. Background buildings will be identified (e.g., above 59* st) and sampled to determine
appropriate benchmarks for chemicals of concern for buildings affected by the WTC collapse.
Residential - Establish a Protocol for Dust Abatement of Test Apartment Building
Crews will complete cleanup of a small apartment building (e.g. 24 apartments). New York City Office
of Emergency Management is identifying a representative building. The process will occur in 3 stages:
setup, cleanup, and tear down. Setup involves videotaping, moving furniture and establishing negative
pressure using blowers and vizqueen. Cleanup includes HEPA vacuuming carpeting, furniture, drapes
and wet-moping hard surfaces such as wood floors and coimter tops. Tear down includes post cleanup
sampling and analysis, and removal of cleaning equipment and setup materials. Replacement costs for
fiimiture, drapery and other porous materials are not included here, this is viewed as a last resort.

Set Up, Cleanup, and Testing of Each Apartment - $12,000 - $16,000
Total Costs (24 apartments) - $384,000
OSHA’s Procedures for Oversight of Cleanup Contractors for Commercial and
Residential Buildings
Create Contract Language for Agencies to use that specifically addresses employee health issues
related to building cleaning such as administrative controls, employee PPE, employee training, cleaning
practices, and disposal procedures. Create Pre-qualification Contract Bid Specifications to ensure
that properly qualified contractors are hired. These specifications will include effective safety and health
programs, competency of staff and OSHA citation history.
Implement Oversight Contract Adherence (OCA) - OSHA will retain a environmental abatement
contractor to ensure compliance with the contract performance specifications and to ensure employees
are properly protected and trained. This contractor will also collect oversight data and organize it into a
database.
