THE CITY OF NEW YORK DEPARTMENT OF ENVIRONMENTAL PROTECTION BUREAU OF ENVIRONMENTAL COMPLIANCE

To: Mike Nolan, Project Manager Warren & Panzer Engineers, P.C.

From: Leonard Atteloney, Director of Laboratory Services Bureau of Environmental Compliance

Date: July 29,2002

Topic: Contract WTC-AR2 **********************************************************************************

The Scope of Work qualification for NYS Asbestos Project Sampling Technicians requires at least 2 years experience performing air monitoring and conducting final clearance inspections on at least 50 asbestos abatement sites. Based on the certificates and the conduct of your technicians the Department will now be requesting proof of qualification for certain technicians. If these documents are not received within the specified time then those technicians will not be allowed to conduct further sampling and final visual clearance inspections.

Final Visual Clearance Inspection Reports have been requested several times and as yet we have not received these reports. Please be reminded that this is not in compliance with the Contract Scope of Work. Copies of all work sites cleared by Warren and Panzer Technicians must be faxed to Mr. Radhadkrishnan and myself by August 2,2002.

Your cooperation is expected and appreciated.

c: M. Gilsenan, Asst. Commissioner BEC K. Radhadkrishnan, Director Asbestos Control Program P. Perez, Deputy Director Asbestos Control Program C. Lutchmedial, Director Enforcement Unit J. Terhune, Managing Principal, Warren & Panzer
