As per our discussion regarding effective indicators to mark our progress, I have included below a list of economic and quality-of-life statistics that are measured over time. These are in addition to the scientific indicators that will be used by members of this task force to measure changes in Lower Manhattan’s air quality environment over the long-term.

Please review these indicators and let me know if you think that they would be useful. I also welcome any other suggestions for indicators to be added to the list.

There has also been some discussion about the appropriate timing of any progress measurements. All of the indicators below are gathered at different times, so synchronizing them in any way would be very difficult. My suggestion would be that the Task Force decide how regularly it wants to collect information, and then do so while taking into account the variation in data collection for each of the indicators below.

• Applications for new business incorporation in Lower Manhattan (available from NY Department of State) • Asking rents in Lower Manhattan for residential and commercial space (Cushman & Wakefield) • Businesses (number open in each sector now vs. pre Sept. Il*” - available from organizations like the Downtown Alliance that canvass area businesses (particularly retailers) as part of their service) • Commutation numbers (Number of bridge crossings, ferry ridership, public transportation users - available from the MTA, NYS DOT, NYC DOT) • Food service permits (Available from DOH) • Hotels open/occupancy rates (Available from NYC & Co.) • Pedestrian counts along major streets (Available periodically from organizations such as the Downtown Alliance) • Property values (Available from DOF - assessments; available from Cushman & Wakefield as appropriate) • Retail stores open/customers per week (especially for Century 21, J&R - may be available from retailers themselves, or from organizations such as the Downtown Alliance) • Sales tax collected (Available from City DOF? State?) • School enrollment (Available from the Board of Education) • Vacancy rates: residential and commercial space (Available from Cushman & Wakefield) • Visitors (Available from NYC & Co - can be measured by visitors to local sites)
