1. Mark Hoffer has signed off on the wording of the Commissioner's Order to be used for those building owners who have not signed the License Agreement for exterior cleaning. The next step is to perform the inspections. Please advise when we are ready to start issuing orders.

2.1 also discussed the waste manifest situation regarding the EPA apartment cleaning project. Mark agrees with me that under no circumstances should we agree to sign off on these manifests. As between EPA, the contractors, and the building owners/tenants, he has no preference or opinion as to who should sign, but it clearly should not be us.
