As you are now aware, FEMA and the City have undertaken (although still not officially agreed to) the expedited close-out process which will limit FEMA reimbursement to eligible expenses incurred and paid for by April 30,2003.
Your agencies are strongly encouraged to take all actions necessary to make approprjate payments to vendors and contractors by April 30*^, to the extent prudent and allowable under city rules.
Normally, once agencies enter payment vouchers into FMS, there is a delay (or aging) of up to five (5) business days prior to the issuance of a warrant (check). However, it is the date of the issuance of the warrant which FEMA will use as the payment date, and thus it must be prior to 4/30/03 for FEMA eligibility. Therefore, agencies should enter vouchers into the system ASAP.
The Comptroller's Office Bureau of Accountancy has agreed, when necessary, to manually override the automated "aging" and schedule vouchers for liquidation at the next nightly cycle. In order to do so, agencies should send an e-mail message making the request for expedited payment and listing the relevant voucher document numbers, to Warren Ruppel, Mike Spitzer, and Eileen Moran at the Comptroller's Office.
