Asbestos Control Program Activities

1. Staff was available from 8:00 a.m. to 8:00 p.m. to respond to inquiries from building owners and the public. Numerous calls were received from throughout the city. A large number of calls were requesting information on air quality and asbestos levels. The posting of the data by DEP and EPA on the web sites decreased the number of calls and staffing was decreased.

2. ALCP prepared advisory documents for asbestos testing methods, assessing the condition of buildings, clean-up activities, and air sampling. ALCP’s guidance for building owners with asbestos concerns was faxed to individuals who requested the information.

3. Emergency project notifications were processed for buildings in the vicinity of ground zero. Inspections based on the notifications were scheduled and perform^.

4. ALCP provided on-site assistance and guidance to building owners upon request. Response to the sites was within hours or at owner designated times. ALCP continues to assist building owners and occupants. On-site inspections continue to be scheduled.

5. Asbestos air sampling activities at five remote roof top locations(Public Schools) was performed. The locations were sites within the five boroughs and were located at 330 59* Street in Brooklyn, Jackson Avenue and E 148 Street in the Bronx, 600 East 6* Street in Manhattan, 30-20 48* Street, Queens, and 1200 Manor Road in Staten Island. The table of analytical results was updated dated and forwarded to DEP, DEC and DOH staff. This sampling continued daily and consistently disclosed levels below the re-occupancy level. As a result, this sampling was discontinued after approximately one month.

6. Daily asbestos sampling at four locations(near Public Schools) at the perimeter of ground zero continues to this date. These locations are 100 Trinity Place, 201 Warren Street, 292 Greenwich Street, and 345 Chambers Street.

7. Numerous written and telephone requests were received for emergency asbestos handler certification. Procedures were developed to provide daily examinations. These daily examinations continued for a three-week period. As the number of applicants for certification decreased the ALCP cut back on the number of examinations. The ALCP continues to expedite requests with proof of work at a clean-up site, however, applicants are incoiporated into the normal testing mechanism.
