DECLARATION OF EMERGENCY WHEREAS, uncommonly dry conditions have existed in the watershed since last year, and WHEREAS, on December27,2001, the New York City Department ofEnvironmental Protection declared a Drouet Watch for the New York City reservoir system, since Acre was less than a fifty percent chance that either the Catskill or Delaware system reservoirs will be full by the start of the water year on June 1,2002; and WHEREAS, on January 28,2002, the City of New York declared a Drouet Warning, since there is less than a thirty-three percent chance that either the Catskill or Delaware system reservoirs will be full by the start of the water year on June 1,2002; and WHEREAS, it is anticipated that should the conditions persist, the next step will be the declaration of a Drouet Emergency Stage I; and WHEREAS, given the ramifications of the drought situation, DEP needs to procure certain goods, services, construction, and construction-related services in the most expeditious maimer possible; and WHEREAS, given the drou^t situation, the Hudson River Pumping Station at Chelsea may need to be activated, requiring that necessary utility services, including electricity, be procured expeditiously; and WHEREAS, such activation will further require inorganic, organic, radio-nuclide and microbiological monitoring; and WHEREAS, in furtherance of such activation, chemicals must be purchased expeditiously and storage trailers for such chemicals must be procured; and WHEREAS, additional piping and pumps must be procured, delivered, installed, and turn-key operated at various pumping sites, which may include the Croton Lake Gate House, Cross River Reservoir, Jerome Park Reservoir, 179th Street Pumping Station, High-Bridge Pumping Station, 135th Street Gate House, and 86th Street Pumping Station, to ensure that water is provided to the people of the City of New York; and WHEREAS, vehicles, including cars, boats, pick-up trucks, and trailers, must be procured in furtherance of the proper functioning and maintenance of the water distribution system; and WHEREAS, the immediate action required cannot be met through normal procurement methods; and WHEREAS, the aforementioned circumstances affect the health and safety of the inhabitants of the City of New York. NOW, THEREFORE, for the aforementioned reasons, pursuant to the authority conferred by Section 315 of the New York City Charter and Section 3-06 of the Procurement Policy Board Rules, I hereby determine that an emergency exists, and I FURTHER DETERMINE that emergency contract(s) must be let in the most expeditious marmer possible to ensure that necessary procurements are obtained in order to protect the health and safety of the inhabitants of the City of New York.
