brad, i would like to clarify the purpose of sending a draft of the matrix...we want to know - is this the type of information you want and in a format that permits you to have the full picture, so that, as funding documents are prepared by epa and nyc, fema has a sufficient understanding of the roles and responsibilities of the involved agencies. we will meet with nyc tomorrow to work on the matrix, but it would be most helpful if you gave feedback on the basic presentation in the matrix, so that we, that is, epa and nyc, can know that resolving any final questions between us and put this in the final matrix form, it will be what fema needed. finally, the matrix will be a joint document from both epa and nycdep. both agencies must agree, and we will, but nyc isn’t submitting it. we mutually agreed to develop it, and epa agreed to prepare it. i’m not sure why you would think nyc dep would send it to you in final form, it is an informational document, not an official nyc submittal, we agreed to do the matrix in an effort supply something useful so all of our agencies can work as effectively as possible. so early feedback of a general nature would seem to make all of our work easier and reduce the possibility for rework, i hope you can agree.
