Sorry, but I have a conflict and cannot attend the meeting this afternoon. The FEMA Public
Assistance staff is working with NYC DEP on the Project Worksheet (funding application) for all
tasks related to cleaning of building interiors. All FEMA funding for this work will come to NYC,
and then it is up to NYC to enter into an agreement with EPA to “subcontract” various tasks. Our
goal is to have the PW completed this week, but that is dependent upon NYC providing
information to us. I have received a letter from NYC DEP supporting the public health and safety
need for the project, but I am awaiting similar supporting letters from NYC DOH, NYC Deputy
Mayor’s Office (importance to economic recovery) and EPA. We will need these letters in place
prior to obligating any funding. As for the EPA Interagency Agreement for the background
studies, cleaning and testing protocols, etc., we are awaiting additional cost detail from EPA.

Hi, Brad-
Are you sending someone to the task force meeting this afternoon? At this morning’s EPA lAWG
meeting, the question came up of the status of EPA’s funding requests to FEMA. We need
clarification re which pipeline each request is in (I understand some things are supposed to be
funded by a grant?), what the timing is, and any associated procedural issues. Perhaps it would
be more appropriate to address this fully in a separate meeting with the relevant parties, but it
would be good to get a brief update today on the overall picture.
