The Department of Transportation shares your concerns about the need to coordinate the capital reconstruction of Cedar and Greenwich Streets with the cleanup of 125 Cedar Street, 114 Liberty Street, and the other buildings on that block. DOT’S Lower Manhattan Borough Commissioner has participated in the meetings you have convened with the tenants at 125 Cedar St and Samson Management.
We have followed up those meetings by coordinating with the Department of Design and Construction (which will manage the capital reconstruction), the Department of Environmental Protection (exterior cleanup), and the Environmental Protection Agency (interior cleanup). All of the agencies involved have been extremely cooperative and understand the urgent need to facilitate the expeditious return of the tenants to their homes.
The agencies are currently completing arrangements to allow DEP to begin the exterior cleanup on or about June 18, and for EPA to begin by the end of the month. As part of this agreement, DOT will work with DDC to reschedule the planned capital reconstruction of Cedar Street from this summer to next spring. This will allow the environmental contractors and the contractors for Samson Management uninhibited access to the Cedar Street entrance to the building. This arrangement will also preserve access to the Liberty Street bridge for Battery Park City residents and World Financial Center employees.
The Lower Manhattan Borough Commissioner’s office is working with all of these agencies, as well as Con Edison, Verizon, Empire City Subway, and others to integrate their needs for this site and other cleanup sites with the overall construction schedule for Lower Manhattan.
