Dear Mr. Radhakrishnan,

Specialty Service Contracting Inc. (SSC) has submitted to your Department information about our company, in an attempt to qualify as a bidder for the clean up of lower Manhattan. It is our understanding that DEP will be sending out bid packages then awarding and administering a contract for the clean up of residential properties in downtown Manhattan.

Pursuant to conversations with Ms. Penny Theodorellys and a subsequent conversation with yourself, it seems SSC may not qualify to bid based upon SSC not having filed the required number of ACP 7 forms, within the past 12 months. We at SSC can appreciate the need for minimum qualifications. We also recognize that the use of ACP 7 filings can be used, as a / barometer, to determine that the contractor has performed a minimum amount of work within NY City and is therefore familiar with the City and its regulations. We do not however believe this is a fair evaluation of SSC’s qualifications. SSC may not have the requisite amount of ACP 7’s filed, but does have extensive asbestos abatement experience within NY City. i The majority of abatement work performed by SSC is completed at Port Authority facilities which do not require a NY City filing. Much of this work is completed at JFK and LaGuardia Airports, both located within NYC. The Port Authority requirements for abatement projects within NY City meet or exceed NY City DEP and NY State DOL regulations.

Furthermore, the qualifications of the principals and key personnel at SSC, including myself, speak for themselves. This group of individuals has personally been involved in the removal of millions of square feet of Asbestos Containing Materials (ACM) in the New York City area.

In recent months, SSC has acquired the assets of several large abatement firms, the most recent acquisitions were Asbestos Containment Services Inc. (ACS) and Environmental Waste Technology Inc. (EWT), Construction Division. These asset acquisitions include select existing contracts, materials, equipment, vehicles, and the option to retain key personnel many of whom SSC has hired.
