Any person who believes that 2 violation of the M/WBE rules, or any provision of the contract that implements the M/WBE rules, has occurred may submit a complaint m writing to the Division of Economic and Financial Opportunity of the Department of Business Services (DEFO), and to the comtracting agency. Such compiaint shall be filed and dated. 6. Enforcement: Contract Administration. A.
