Dear Joey and Brian: As per my discussions with Brian, attached is a draft of a proposed "preservation hold'Vdocument retention directive for Mayoral staff regarding new and ongoing WTC-related activities and projects. In accordance with our discussions, it is a comprehensive directive intended for distribution to all Mayoral staff/email users rather than targeted at specific groups of officials and staff involved with the remains searches or any other particular endeavor. I have modeled it upon the directive we used at OCME and are planning to use at most agencies requiring ongoing preservation holds. The hold directive reminds everyone generally of the need to preserve and not delete or destroy WTC-related documents and data and uses as specific illustrations the three major areas we had identified in our prior meetings/discussions: the deconstruction projects, the search for the remains of WTC victims and the implementation of the Health Panel Report. Patton Boggs, as counsel for the City on the WTC litigation, has reviewed and concurred with the draft as presently written. Please let me know your comments, changes/additions, etc., once you have had an opportunity to review.
