The Comm, wants us to help facilitate a contract between EDC and a public relations firm that will assist the City in getting the word out on progress downtown. The contract will, for all practical purposes, be managed by D/M Doctoroff (not by us), but we will be involved in terms of presenting bills to FEMA for reimbursement.
The fastest way to get this done (I’ve discussed and cleared with DAN, who has talked to Len Wasserman), is to have EDC hire the p.r. firm under its standing contract with DBS (DBS will direct them to hire the firm to do certain work). EDC would pay the consulting fees, and copy us on the bills and proof of payment, so we can handle reimbursement requests to FEMA. The money would then presumably flow through us to EDC (either via DBS or directly).
I think we need an MOU between us and DBS to memorialize our involvement (Comm, thinks FEMA will need to see us formally “in the loop”)', here is a draft. Can you take a look and comment on sense? On provisions? Let me know what you think and I’ll talk to Doctoroff’s staff and Len about it after we talk. Thanks.

Indeed, he even thinks that DBS (if we wanted to) could asssign this “piece” of their contract with DBS to us, but I don’t think we want anything to do managing this thing.
