As per our telephone conversation, please find the attached assessment of activities involving an initial clean-up/testing program that would seem to be palatable for FEMA and EPA.

It is my recommendation that we use the 250 people that have called the Mayor’s Hotline since inception. The time frames are reasonable and should promote a positive reaction, hopefully resulting in reassurance to the people in Lower Manhattan.

As you know, I will be leaving early tomorrow morning for Ocean City, Maryland for a long weekend. I can be reached on my pager at any time. Please don’t hesitate to call. Mike Gilsenan and Krish Radhakrishnan are at youf immediate disposal which gives me great confidence.
