More than six months after the destruction of the World Trade Center complex, thousands of residents of lower Manhattan still don't know whether their homes are free of contaminated air.

The responsibility for testing air for toxic particles that can cause long-term illnesses, or cleaning potentially cancer-causing compounds like asbestos — which usually requires special handling — has largely been left to tenants and landlords.
