Discusses establishment of Task Force and repeats her statement made at a 2/13 hearing that it was “imperative that this Task Force conduct door-to-door inspections and indoor sampling within no less that a 10 block radius of Ground Zero.”

5 point plan: 1. Passage of legislation to establish a permanent health monitoring system at disaster sites. 2. Funding for long-term health registry to monitor Ground Zero worke’ s and those who live, go to school and work in lower Manhattan. 3. Establishment of a World Trade Center indoor air program to provide more information about the testing, monitoring and cleaning of office buildings. 4. Creation of a World Trade Center site clean air initiative to reduce harmful emissions from construction equipment. 5. Application of lessons learned about air quality at Ground Zero to our homeland security plan, so that the nation can be better prepared to deal with potential future disasters.

Excerpts from Notes of FEMA’s Interagency Meeting on Action to Address 9/11 Response Health and Medical Concerns

Proposed Mission Assignments for EPA: 1. Provide a chronological time line of all official air quality monitoring activities and findings relative to Ground Zero and the surrounding environs. Time line should begin on 9/11 and continue to present. 2. Identify all agencies and organizations involved in or that support (or could support) air quality monitoring, charting or mapping, what products or services they did or can provide and their defined responsibilities, both under the NCP and ESF-10. 3. Evaluate and identify all buildings that were affected by WTC dust/debris. Provide an estimated cleanup cost for each building, identify the buildings as public/private, establish a prioritization schedule (based on environmental factors alone), and develop recommended proposal.
