A UNITED STATES ENVIRONMENTAL PROTECTION AGENCY WASHINGTON. D.C. 20460

February 21, 2002 THE ADMINISTRATOR <5 O'S

Dear Mayor Bloomberg: anVCom As you may know, last week I announced that EPA would be working with our partners in federal, state, and city government to form a Task Force on Indoor Air in Lower Manhattan to address the concerns we all share about the indoor air environment after the World Trade Center collapse.

A working group with representatives from the relevant agencies, including yours, has held an informal meeting to discuss the task force’s upcoming work. The agencies in this working group have already been meeting regularly for the past five months to coordinate a broad range of activities related to September 11. I have been impressed by the group’s remarkable spirit of unity and interagency cooperation, and I look forward to that same spirit among the members of the new task force.

The Task Force on Indoor Air in Lower Manhattan will focus on indoor and outdoor air quality. Our goal is clear: to enable residents and workers in Lower Manhattan to have confidence that their homes and working environments are safe for themselves, their families, and their colleagues.

This work must proceed quickly and efficiently. I ask that your agency serve on the task force so that together we can agree on the appropriate roles and responsibilities for each of our agencies.

Further, I ask you to appoint a senior member of your management team, with authority over resources and staff, to represent you on the task force. I anticipate that the task force will meet for about two hours each week over the next three months, at which time we will reassess the time commitment needed. In order to begin .work as soon as possible, I ask that you please contact Regional Administrator Jane Kenny at 212-637-5000 by March 1 with the name and phone number of your task force designee.
