Dear Commissioner Kelly:
I am writing to request the assistance of your office in locating and contacting one of your
detectives, Detective David Fitzpatrick of the Technical Assistance Response Unit. The
Environmental Protection Agency (EPA), in conjunction with the New York City Department of
Environmental Protection, is conducting a program, known as the “Indoor Air Residential
Assistance Program - WTC Dust Cleanup,” to clean up any residual dust in residential units that
may be associated with the collapse of the World Trade Center.
As part of this effort a review of existing aerial photography is being performed by U.S. EPA’s
Office of Research and Development’s Environmental Photographic Interpretation Center •
(EPIC), on behalf of EPA Region 2, to evaluate the dispersal of debris, dust and other structural
materials from the collapse of the World Trade Center in lower Manhattan. Photography
obtained by the New York City Police Department that day would be a critical element in this
review. We understand that Det. Fitzpatrick was responsible for obtaining these photographs.
While we have some of this photography we are requesting access, to the maximum extent
possible, to the aerial photographs and any associated metadata obtained on September 11,2001
and the days immediately following.
