Our insurtince company, AIC, is the largest in the cuvironincntal market. The President
of AIG Envirorancmal. Joe Boren, had in n letter to you, attested to the quality of our
work, performed at their own facilities after the events of 9/11, which he described as
“Rujveib ’’
f find particular fruslraijon wiih the basis for the selection of colUractors, as it is reflective
of ibc amount of New York City filed projects of a certain size. Much of this type of
work lias been unaiiractive to a compaiiy of our size and scope for quite some time, due
to the level of the competition .and the “low bid” philosophy.
I think it interesting to note that even Ihougli we were included in a panel convened by
Congressman Nadler and that iliis hejiring helped tho city to obtain the funding to correct
Ilie dii.st problem, we have been excluded from qualification by your department. This is
despite the fact that we were called upon to testify as a contractor who performed work in
a .safe anti proper manner.
Finally, 1 believe tliat this criterion for qualification in the apartment program cannot go
tmchallcngcd. I must say that the DEP is missing key criterion in qualifying those
contMcrors on the approved list. 7'his is yliimaiely not good for the inhabitants of the
affected npartments and a di-s.^iervicc to highly qualified contractors such a.s Trade-Winds.
It ia efforts such as ours that contributed to tho recovery in the first place.
